    One suggestion for VCC’s is put more than 2$ on it, then it will work for PayPal verificatin

    Yes because the way PayPal verification works, is it needs to withdraw a smal ammount (which it will return later) to verify it. The only other way it wouldn’t work, is if the bank specially marked it as fraudulent, usually these cards can sell for 5 -> 10$ if they are for PayPal verification.

    Alright, These are cards issued by real local banks, they aren't fraudualent, they are reputed banks but cards are international
